We are seeking applicants to join the Integrated Asset Management (IAM) project and apply advanced computer science technologies to challenging problems in IT-enabled oilfield operations. IAM is part of CiSoft - a USC-Chevron Center of Excellence for Research and Academic Training on Interactive Smart Oilfield Technologies. Established in December 2003, the Center includes participating research scientists from various departments in the USC Viterbi School of Engineering and from Chevron.

The successful applicant will have a PhD in Computer Science or Computer Engineering with a willingness to receive the necessary cross-training in the basics of oilfield operation and the challenges in achieving the vision of IT-enabled smart oilfields. Research experience in one or more of the following areas is required: semantic web, information integration, metadata management, grid computing, web services and service oriented architectures. Software development experience is highly desirable.

The successful candidate will be a highly motivated self-starter with prior research experience that demonstrates creativity and independent thinking. A key component of your role will be interacting with various stakeholders to understand the requirements of the sponsor and translate business needs into short-term and long-term research directions for graduate students. Title: Program Manager
Starting Pay: $28,000-$40,000/year with benefits

The Coos Watershed Association is seeking a Program Manager to manage the organization’s daily operations (including management of current and projected budgets, allocation of staff to maintain/improve delivery of program services), and coordinate with the Board of Directors to develop/implement policies and long-range planning activities for the organization.
The Coos Watershed Association is a 501(c)3 non-profit organization founded in 1994, with an annual budget of approximately $1,000,000 for assessment, restoration projects, and monitoring in the 610 square mile watershed. The Association is governed by a 19-member Board of Directors, with all decisions made by consensus. Operations are conducted by a staff of 10 full-time permanent employees, supplemented by seasonal field and project-specific crews. Since 1994, the Association has implemented over 300 restoration projects, and is widely known for its assessment and monitoring efforts and publications. This position reports to the Executive Director, and is an integral part of the Strategic Framework 2005-2015, a ten-year business plan that provides guidance for the organization’s growth. The organization’s funding portfolio includes grants (state, federal, foundation) from the Oregon Watershed Enhancement Board, Oregon Department of Environmental Quality, Bureau of Land Management, and other private and public funds, and fee-for-service contracts. Funding for this position is provided by administrative overhead from grants and contracts, and is contingent on successful implementation of annual program objectives. Typical Duties:
1. Fiscal oversight (working collaboratively with the organization’s Office Manager/Bookkeeper) for annual organizational budget of $1 million for restoration, assessment, outreach, and monitoring programs; management of funding portfolio (includes grants, contracts, and investments); and adherence with internal controls to ensure transparency in fiscal management and reporting.
2.Work closely with the Executive Director on oversight and implementation of the organization’s programs and development of long-term, diversified funding sources (e.g., Friends of the Coos Watershed Association, organizational fundraisers, etc.).
3.Collaborate with 19-member, consensus-based Board of Directors and standing committees to develop/carry out Association policies and design/implement long-term planning activities for the organization (includes implementation and tracking progress of the Strategic Framework 2005-2015).
4. Provide staff support in the office and field with watershed restoration, assessment, and monitoring programs.
5. Development and maintenance of relationships with key partners (including grantors, agency staff, clients, contractors, landowners, etc.). Attend and/or present information at organizational meetings (e.g., Network of Oregon Watershed Councils, OWEB Board Meetings, etc.).
6. Conduct outreach activities to convey the organization’s mission to the public (website management, annual reports, annual meetings, etc.)

Potential Duties:
In addition to the typical duties, this position has the flexibility to develop projects and/or programs relevant to watershed stewardship, such as urban/rural sustainable development projects, public demonstration sites, educational programs, etc. dependent upon the successful candidate’s interests and ability to obtain funding.

Requirements:
Bachelor’s degree in biology, zoology, fisheries and wildlife, natural resource management, environmental science, urban and environmental planning, public policy, business, or related field, and two years of relevant work experience desired. Completion of a graduate degree may substitute for equivalent work experience. Excellent verbal and written communication, time management and record-keeping skills, ability to work collaboratively with staff and others in private and public sector required. Experience with Microsoft Office (Word, Excel), email, and Internet required; and ability and/or willingness to learn Adobe Creative Suite (Acrobat, InDesign, Photoshop, Dreamweaver), Microsoft Project, ArcGIS, and QuickBooks preferred. Experience with non-profit organizations preferred. Valid Oregon driver’s license (or ability to obtain) and personal vehicle is required (use is compensated).
Compensation. The annual salary range for this position is $28,000 to $40,000 depending upon academic credentials and experience. The Association offers eligible employees $550/month in health benefits through catastrophic medical coverage, dental insurance, and a Health Savings Account. Twenty-eight days of paid time off are provided annually for vacation, sick leave, personal use, and 6 government holidays. This is an Exempt position, so over-time pay is not available. The Association supports the professional development of its staff through cross-training, reimbursement for educational expenses, and attendance at trainings and conferences. By Board of Directors policy, all staff positions are on an At Will basis, dependent upon continuing funding availability and adequate performance. Performance reviews, and compensation adjustments occur after 90 days and annually thereafter.
About the Coos Bay Area. The watershed abounds in natural resources: the Coos estuary is the largest on the Oregon coast, with the exception of the lower Columbia River, and includes the 5,000 acre South Slough National Estuarine Research Reserve, 93,000 acre Elliott State Forest (both Association partners), and parts of the Oregon Dunes National Recreational Area. The cities of Coos Bay and North Bend have an aggregate population of approximately 25,000 and are a regional commerce center. Eugene, Oregon, the largest nearby city, is approximately 2 hours away by car. The Oregon Institute of Marine Biology (University of Oregon) and Southwestern Oregon Community College are collaborative partners for some of our activities.

Position Summary:

    Position Summary:
